The lotus Qu Yuan wore
制芰荷以为衣兮，集芙蓉以为裳。
I made garments of water-lily leaves, and gathered lotus flowers for my skirt.

芙蓉 is the lotus. Qu Yuan wears lily leaves as a jacket and lotus flowers as a skirt: in a name 蓉 is that flower, not just any character under the grass radical.
「芙蓉」就是荷花。屈原拿荷叶做上衣、荷花做下裳——「蓉」在名字里是这一朵花，不是草字头的随便一个字。

蓉 is the flower worn, not the flower in a vase.
「蓉」是花，而且是被穿戴在身上、不是插在瓶里的那种。
